Can you add an extra socket anywhere?

Can you fit a light fitting I have purchased?
Usually, provided the fitting is suitable for the location and the existing circuit, earthing and support arrangements are appropriate.
Can an outside socket be supplied from an indoor socket?
Sometimes, but the existing circuit, cable route, RCD protection, earthing and outdoor installation method must first be assessed.
Will the power need to be turned off?
Safe electrical isolation will normally be required for at least part of the work. The likely disruption will be explained beforehand.
Will I receive electrical certification?
